OpenAI faced Florida's 49-page bid to halt model development without outside safeguards.
Florida Attorney General James Uthmeier asked a state judge on Monday for a temporary injunction that would stop OpenAI developing new AI models without outside safety safeguards, FOX 13 and Engadget reported.
The request is part of an 83-page lawsuit Florida filed on 1 June. The state alleges ChatGPT played a role in the 2025 Florida State University shooting. OpenAI told Engadget earlier this year that "ChatGPT is not responsible for this terrible crime."
Florida also wants the court to stop OpenAI encouraging minors to use ChatGPT or giving it human attributes.
Uthmeier cites OpenAI's own safety disclosures and Sam Altman's calls for the industry to slow down. "It is a rare request for an injunction where the Defendants themselves have publicly endorsed it," his brief says.
OpenAI told FOX 13 it announced on Friday that training of its most capable models had been paused. It said training will resume only once further safeguards are in place, and that it will work with states on rules that apply to the whole industry.
A judge will decide on the request.
