SAP was in Germany's plan for government AI. Berlin has now dropped the plan.
In November 2025, Germany and France announced a partnership with SAP and Mistral AI covering sovereign ERP with built-in AI, finance tasks such as invoice checks, agents for public administration and joint innovation labs.
A binding framework agreement was due by mid-2026, with rollout between 2026 and 2030.
Die Welt reported this week that the federal government has withdrawn from the planned partnership and that its digital ministry has "no procurement" planned with Mistral. A ministry spokesman told Politico the companies are developing the collaboration "independently". Neither the government nor Mistral explained why. SAP says its work with Mistral on sovereign AI will continue.
In May 2026, the same ministry awarded 70% of a €250 million public-administration AI cloud project to a consortium of SAP and Deutsche Telekom's T-Systems, according to netzpolitik.org.
The distinction matters for anyone planning around the announcement: SAP has a cloud award, but the joint ERP-and-agents programme announced with France now has no federal buyer.
Would your public-sector programme still plan around a sovereign AI stack its own government has stepped away from?
